Representative Guttenberg moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Hawker objected. Representative Crawford declared a conflict of interest. Representatives Kerttula and Fairclough moved and asked unanimous consent that they be allowed to abstain from voting because of a conflict of interest. Objection was heard, and the members were required to vote. Representative Kerttula placed a call of the House. The Speaker stated the call was satisfied.
